Cuba is not nor has it been embargoed by the whole world, just the us as far as I know. I, a us citizen visited cuba in the early 90s just by driving over the border to mexico and catching a flight there, no problem whatsoever. Cuba's problems are largely the result of the fact that their economy is grotesquely mismanaged so doctors and engineers make less money than cab drivers. That creates disincentives for those people to actually use the skills that the government spent thousands of dollars training them in and everyone is worse of for the massive waste of human capital
It's intresting how cuba has amongst the best doctors in the world, especially for their region despite everything you claim. Maybe socialism can work after all if that is what it does.
