As a previous user mentioned, ethnic Germans moving to Germany also count as migrants. To add to his points, a good chunk of the data on this is other Europeans migrating to Germany. I don't remember the exact percentage but around 60% of those migrants in Frankfurt that were mentioned in the OP's post are of Eastern European descent.
