They're in that area in eastern Europe that gets stomped on by a couple of countries every now and then. They're not Germany, the center of Europe that has some access to the Atlantic and the world beyond, and they're not Russia that had the opportunity to crush tons of weak Turkic to the east, hence they never really established themselves but desperately tried to throughout history, thinking it would be some kind of grand reprieve where they'll finally come into their own.
There were rather large socialist movements in those areas during the Cold War era however many of them upon the onset of socialism will not have it too good, to put it lightly.

What? The Soviets sent tanks in when Hitler took France in order to strengthen their boarder. Estonia's president got deported to Russia and forced to hand the government over. The Baltic Communists took power afterwards through one-party elections.

i don't know about estonia, ukraine etc., but here in the former gdr the ussr did built literally nothing, after the war. we rebuilt everything ourselves. on the contrary the soviets would tear down whole factories in order to move them piece by piece to russia, they would even demount railroad tracks. you can argue now hurrdurr you deserved it with regard to wwii, but remember this part of germany was after the war run and inhabitated by devoted socialists and communists loyal to komintern, who had suffered themselves tremendously under fascism/nazism, some of them being former deserters who fought for the red army during the war. and all of them were loyal to moscow actually since before hitler came into power.
stalin, chruschtschow and the likes were, frankly put, cunts and pricks towards us all the time, stalin being the worst of them for letting ernst thälmann die in the kz without even trying to get him free when stalin was still on good terms with hitler, not to mention excessive reparations after wwii (the gdr had to pay reparations for all german regions, including the western regions, amounting to a multiple of the sum that western europe *received* marshall funds). however despite having suffered more destruction in the war than the american/british occupied zones and the ussr just using us as a ressource and political asset for negotiations with the usa, we still managed to actually rebuilt and grow faster than the frg from 1945 until the oil crisis in the seventies (you never hear this in western media of course, but it was true and showed that socialism can be superior to crapitalism even under most dire circumstances). the reason why there's not so much animosity towards the ussr/russia here than in other former warszaw pact countries is probably due to the fact that we managed to maintain a decent living standard not so much different from our relatives in the western regions during cold war and russia withdrawing her troops voluntarily after 1990. the attitude towards russia/ussr over here is that the occupation and everything else are simply things in the past since their army moved out.

They made military treaties with those semi-fascist governments to prevent Nazi Germany from using them for an attack. This was the extent of their ambitions. Molotov, Voroshilov, and Stalin himself privately warned against "sovietizing" the Baltics. However, these governments continually violated the treaties.
Baltic communists and other progressive forces took the opportunity and launched protests which led to the downfall of these semi-fascist regimes, and their coalitions which included socdems came to power in elections and requested integration. It was only at this point that they were annexed.
