The first color all electronic color televisions were developed in America in the 1940s but the first broadcast didn't happen until CBS ran an episode of the Ed Sullivan Show in 1951. There were some earlier demonstrations but they were either small-scale demos or geared toward mechanical televisions. America had regular color broadcasting by 1953.
Belarus did have the first regular broadcasts in Europe in 1961, but had poor resolution compared to American color television. Russia didn't see color televisions or broadcasts until 1967. And it should be noted that those televisions were copied from American sets rather than developed internally.
The same thing happened with the Concord airliner. The Russians wanted one as a status symbol so they stole the plans and made a cheap knock-off with more engine noise, worse fuel economy, and other serious flaws.

Most mechanical color televisions used a disk with holes that blocked nearly all light from the bulbs, resulting in a dim, blurry, distorted picture. There were other, better designs that used mirrors, but these also had the fundamental limits of a mechanical device: low frame rates, poor resolution, etc. And the quickest way to kill a resistance bulb is to switch it on and off very quickly.
