Sure, there needs to be regulations that follow and a lot of education. Portugal thankfully provides a nice example to follow with a great record on decrease in HIV from 1.000 in 2001 to 50 in 2012 and drug related deaths decreasing from 80 in 2001 to 16 in 2012.
Clearly drugs that don't come from the asshole of a hood rat cutting it up to make extra money aren't as dangerous.

What is happening right now is capitalists pushing for drug legalization to expand markets and big pharma capitalists pushing pills.
