I never understood why anyone would ever sell the country's own weapons to foreigners. You're supposed to keep that shit top-secret and only supply them to your military. Why would I sell brand new rifles, tanks and aircraft to people who might later sell them to my enemy?

Convince the enforcers that a legalization would be extremely bad for them, then push for legalization and watch the enforcers tear apart the cartels down to the individual farmers. Bosses should be on your side, provided they can think even remotely economically. Why pay enforcers when you can pay taxes to fund the police? No more losses to LE because legal product and no more cost of enforcers plus peace of mind that you won't get killed by other cartels should be pretty strong arguments to convince them.
