Ultimately God allowed it because men preferred to serve false gods.
I wager they obviously felt uncomfortable with the idea of being in debt to God, so they returned to a Judaiism-inspired legalistic religion where you had more control over your heaven-ward ascent, even if they insist that they don't. But, it's only speculation.
One can see the same inclination in many Christians.
