The Resistance groups of WW2 are a meme created by Allied propaganda, so they could take over European Nations and install puppet regimes under the label of "liberation".
Additionally after the war every country in Europe that worked together with Nazi Germany or remained Neutral in WW2 claimed to have a Resistance Group to hide the shameful fact that they were complete pushovers during the war.
The common resistance member was not some political dissident, but common criminals butthurt that they couldn't run their business anymore with the Nazis in the Country.
These criminals then sold themselves to groups started by Allied Intelligence organizations, usually the British SOE or the Soviet Central Headquarters of the Partisan Movement.
No longer needed many Resistance members were disposed off by the Allied with the end of the war.

If anything can be said, resistance movements during WW2 helped to keep busy some divisions the Germans had when they had none to spare in the later part of the war. They didn't blow up all the dams and bridges and wreck all the railroads and all that, or killed millions of soldiers by shooting them in the back, but they did keep busy men who were needed, desperately, on the front lines.

They didn't change the outcome of the war, but they certainly did make things easier for the Allies/Soviets.

There was 3 different fascist party in Belgium and 2 Waffen-SS units (27. SS Grenadier-Division and 28. SS Grenadier-Division… Reminder that Belgium isn't that big).

I think what really happened was they were aware of their impotence but knew they'd get dragged into the war and made a smart diplomatic call by predicting a huge shitshow would ensue and forming a simple strategy.
The strategy was cooperate with whoever occupied them as defending the country would be completely impossible, and when the war is done there's no way they would be blamed. If Germany won they'd be living in the reich, as the allies won they weren't hostilized as the germans clearly needed an occupation force and therefore they weren't in the axis.
Since Belgium would be unable to come out victorious of anything, participating in the war would kill belgians for nothing, and they made the best out of their situation.

If you want to understand how fucked things are in Europe and how around 500 of constant war was waged you need to look up the Burgundy duchy (which was the cadet line of the kings of France).

Not completely true, Belgium was part of the Lower Countries, originally part of the Holy Roman Empire of German Nation, populated by Germanic Franks and Frisians.
The Northern Low Countries broke away from the Holy Roman Empire of German Nation and became the Netherlands, when the Protestant Dutch rebelled against the Catholic Spanish, since the Spanish King(from the House of Habsburg) at that time was also the Holy Roman Emperor.
The Southern Low Countries remained with Spain and became the Spanish Netherlands, since the majority of the Population was Catholic.
France then slowly conquered most of the Southern Netherlands during a couple of wars: Franco-Spanish War, War of Devolution, Franco-Dutch War, War of the Reunions, and Nine Years' War.
During the War of the Spanish Succession, the leftovers of the Spanish Netherlands became shortly co ruled by England and the Netherlands and at the end they were given to Austria(became they were also from the house of Habsburg), becoming the Austrian Netherlands.
The Austrian Netherlands then were conquered in 1794 by the armies of Revolutionary France
And after the Alliance kicked Napoleons head in, the South was actually given to the Netherlands. Completely ignoring that the catholic South didn't like the protestant North.
This lead to the Belgian Revolution in 1830 that turned Belgium into its own Nation.

Central Africa just needs to be one large disorganized territory. The only thing holding together any semblance of borders there right now is international treaty. World order shifts of this magnitude would leave Africa on it's own. We'd see the North African nations probably stay viable, maybe South Africa, but that whole central region will be a borderless, lawless clusterfuck.

As usual, depends on logistics. The ones supported from outside caused more serious damage when they had an opportunity, others mostly just occasionally assassinated either the most odious invader they could reach or (more often) whoever was the most available.
Either way, the main damage is not direct, it's a threat sticking more costs of opportunity on the enemy who needs more resources elsewhere. As in, troops diverted to patrol irrelevant backyards and guard railways are not used as reinforcements in the actual war, so it's about "you keep more of them tied here and see how well their front does out there".
