Access control is the easiest method. Simply don't allow anyone citizenship who hasn't properly and earnestly converted to the Faith. It depends on how you define freedom. If, when we say freedom, the first thing that comes to our minds is "sexual liberation" and "freedom to do drugs", then we aren't talking about the real freedom, but the satanic freedom. Or, a "freedom to sin" - a thing worthy of contemplation.

On the other hand, I read a biography of Steve Jobs once and it had a concept, that SJ used, in order to justify his iTunes policies: "freedom from pornography".
