A guy from Florida can be told to move to Washington state and it probably wouldn't be a massive problem. Attempt the same with a Dane moving to southern France and you will fail.
Also: everyone and their mother wants armaments contracts. Germany however has the most active arms industry in Europe. It would be a financial loss for all other members of the EU to standardize equipment of one type to make training easier.

I used to be part of a recon battalion, each company had at least 100 men. Our battalion has 5 companies, of which one is for training, and one is support (maintenance and long distance communication). The other three companies are proper recon companies. Add to that about 100 men in staff and medical, and you get 600 men in total, of which 50% (300 men=3 companies) were proper recon soldiers. Keep in mind that guys like the maintenance platoon are used to getting called out to TIC and making vehicles go while under fire, so you could argue that more than 50% is fit for action.
Because our battalion is a recon battalion we have fewer men per platoon than usual. A normal company has roughly 200 men.
As part of our brigade, we got a Tank battalion, three mechanized infantry battalions, an armored engineers battalion and a logistics battalion.
That's 1 R, 3 ME, 1 T, 1 E and 1 L battalions.
Assuming that ME battalions have twice the number of men with the same 50/50 split and the T battalion has the same number of men with the same 50/50 split as our recon battalion you got
: 2400 combat men and 2400 non-combat. (50/50)
Now add in the armored engineers with the same numbers as the recon battalion (massive overestimate, been there, they are tiny, maybe 200 men total) and the logistics battalion at the same size ass the recon battalion too (know a lot of them, probably accurate estimate), and you get:
2400 combat men and 3600 non-combat men and a total of 6k men in one brigade.

Integrated support battalions or brigades do count as "combat troops" in most evaluations.

It's not a G/POG evaluation it's when someone throw around: "X country has "suspiciously high number of soldier"". Out of those how many are people that would end up going out on a battlefield, even if it's just to fix vehicles in a field motor pool, and how many of them are just people getting a paycheck from the defense ministry that would never participate in battle.

Because to the assertion of "Germany has 200k soldiers" you can oppose that "Russia has 2 millions soldiers".

So the only way to have a clear view of capabilities is how the armies themselves says they have combat formation available, and deduce a "combat troop" number from that.
