Repentence and belief are two different things, and both are necessary for salvation.

God repented more times throughout the Bible than men did. God never sins. Ergo, repentance does not necessarily involve repenting from sins.

Jonah 3:10 explicitly says that turning from their evil way was works.

Thus, repenting from sins is works. There are other things one could repent from as well, such belief in works salvation, and this would be what the New Testament is constantly referring to. If you cannot forsake works salvation, then you have not repented of the work of your hands.
