SC ruling is ambigous, depending on time and context yes. Stopping someone on not having the license to carry however… Appears to be an unresolved issue.
I think they mean that because of the fact the state of oregon allows concealed/open (not sure), and that they weren't harrassing/brandishing/ doing illegal shit like robbing a bank it falls under the 4th as an illegal search. No probable cause.
