Military comms guy here (3d1x3), unless you're talking basic lmrs you wont be able to stop comms. And thats if its not an advanced system, if police for example are using a trunking system you're fucked. You cannot jam all the freqs that it will be hopping betwen (randomly) and dispatch/units will be transmitting/receiving on diff freqs doubling the pool. As for things like satcom (currently stationed with a satcom unit) you're sol as far as basic shit goes. Even a major military wouldn't be able to stop them without a nuclear explosion.

Russkies put stacks of flux compression generators on a rocket artillery. Single rocket releases hundreds of them and when they all go off it kills any electrical receiver in range.

They also have jammers but its only 1 per rocket.
