Can someone explain to a numbskull like me what he was attempting to explain in the beginning of the video about how certain cells reach zero volts?

Let's say certain cells reach zero before others, why won't they then charge again with current going through them and what is reverse charge?

By zero he doesn't mean that it is just so low that it reads zero volts, but that the cell is actually broken. A broken cell won't be able to charge.

I understand completely now, so it becomes reverse charged due to the battery arrangement. So it's not wise to let batteries like that discharge completely.

Voltage is analogous to "pressure". If all of the cells have the same pressure in the same direction, current will flow in one direction. If one of the batteries, for whatever reason, has significantly less pressure than the others, some of the current will flow back into it in the wrong direction, and this damages it. Having low voltage doesn't mean the battery is broken, but it does mean the battery is now actively being damaged and will be totally broken in the future.

For anyone playing with these at home:
Lithium cells should be kept above 2.5V to 3.0V depending on variety to avoid long term damage (typically just reduced capacity).
Li-ion protection circuits, found on ebay for a few dollars, will prevent dumb loads from dropping below that threshold. These are just specialist comparitor ICs switching a power MOSFET but you can alternatively use an ADC if you are powering a microcontroller. Most of these are labeled as "BMS" but they do no balancing.

Does anyone have an actual cite for whether a 2.5V discharge is healthy long-term? Because this is what the ICs on those chinese boards typically cut off at.

This, batteries are NOT electrical engineering they are chemical engineering and materials science. Electrical engineering gives no fucks about the internals of the battery, only about the input and output characteristics and how they play in the circuit network.

I have a pair of unprotected Panasonic 18650 cell that were involved in a chink power bank short circuit. The springs were red hot and the PCB smoked. The short circuit lasted around a second.

2.5V is not a long term storage voltage, that would be around 3.7V. 2.5V is an absolute lowest discharge voltage, going lower would mean that you start damaging the cell. Have a look at BatteryMooch's youtube channel, he knows his batteries.
