Just run Whonix Gateway & Workstation. Install torrent client on Whonix Workstation and download torrents.
UDP is not necessary for torrents. Most trackers are UDP but you can find a lot of HTTP trackers.
After you download files you can move them from virtual machine to your host machine if you want.
I downloaded a lot of child pornography and US government leaks using that setup.
