I looked in the Oxford English Dictionary, the Oxford American Dictionary, and Merriam-Webster, and while the word "free" has a lot of meanings, I don't see any that match what you're describing. I think you misunderstand what a dictionary is. The dictionary does not define English, but is merely a catalog of common ways people use English.
The correct definition of free software will eventually make its way into the dictionary once it becomes common place enough.
By convention the list of the four freedoms is always numbered 0-3 due to the hacker culture behind the freedoms themselves.
