Webview is Chrome without UI. You have Chrome and Webview on modern android OSs. If you can use Firefox Klar/Lightning Browser/Naked Browser you have webview installed. It's a system package used as a fallback if your system doesn't have Chrome or has Chrome disabled. It's used to render sites by a lot of apps, unfortunately.
It has almost the same number of issues and privacy concerns as Chrome.
