I used Exherbo for a while. Same problem as other fledgling GNU/Linux distributions such as GuixSD; there's just not enough development time put into acknowledging all the different use cases to make a fully-realized, three-dimensional package base, much less a mature one, and that's the key: Gentoo's portage might be stupid, idiosyncratic, archaic, obtuse, but it's an "enterprise" distro because it has a mature package base. That's why people who get stuff done use Gentoo while Arch is relegated to idiots dumb enough to tolerate their distro's bullshit. Portage is tried and tested and thus prepared for peculiar use cases and other adversities. More valuable than the most well-designed software is one that's well-tested.

Furthermore, even if Paludis is less interactive and stupid than Portage, it's still archaic in its design with the advent of declarative solutions.

Exherbo isn't a Gentoo fork. It's built off of Paludis, which can be used in conjunction with Portage, but Exherbo itself has a completely different package base, with a different ebuild system. All of this is mentioned on the main site, by the way.
