There is a train of thought in the crypto world where if you want the most secure crypto possible you would get all the major powers together to develop and agree on an algorithm and implementation, that way if there is any backdoors in it they will all be effected so there is no incentive for any party to try and include them. Why I brought this up was OSs could go the same way except without the US, an open source operating system contributed to by many competing world powers would probably end up being more secure than anything else.
