Well, i2p (as well as freenet, I guess lokinet and some other networks) is p2p and you don't get to know IPs of the people you talk to. Actually, if somebody were to make an alternative to tox making use of i2p, that'd be a lot easier and more secure, since besides anonymity i2p would also provide routing and encryption.

You can specify that manually, you can get the bootstrap peer info from a sneakernet-smuggled Solitaire deck if you really want to. Tox doesn't care. That particular list is also updated automatically from the public wiki.
After the first bootstrap, you save connected peers and bootstrap off of them every subsequent join.
