While that last one can't be helped, the fact remains that there used to be plenty of services in communities across the country intended to help those people that have seen their funding slashed, yet we have more than enough to import and fully-provide for Turd-Worlders?
There may also be legal reasons for the holdup, such as the money must be used for the original intended purpose.
