It's a catch-all term for anyone involved in gangs, I'd imagine, on top of her trying to avoid drawing attention to the fact that Whites are an extremely small minority of the subculture. Along with blacks, Mexicans and Muslims are heavily involved in gang life too. White criminals tend to steer more toward the motorcycle clubs so there's a bit of cultural separation in that sense.
