An ethnostate requires less authority. Though Switzerland, it isn't exactly what you think it is. It still is made up out of different peoples… but these peoples were neighbours for centuries. So it is far easier to maintain… than for example a multi-ethnic state made up of people from different parts of the world.
The further you get away the more different people are, and if you mix these people together there will be conflict, unless the state intervenes heavily.
