That's not where 99% of US marijuana comes from. It's a big scandal, btw, and its brewing. Sessions doubtless is aware of this:
99% of US cannabis is grown in Mexico, and is brought in by the cartels, through highly efficient lines, mostly in the cities. Since it's "just marijuana", the cops in all of the border towns turn a blind eye. That's the deal. It's "just marijuana", so they let it slide. Trouble only appears when the spic gangs get greedy and start bringing in the harder drugs, because those eventually destroy cop kids' lives.

Yeah that would probably do it. Of course, the other problem is government drug laws of various nations. It could be grown cheaply and easily in nearly any state in the US if it could be machine harvested and it wasn't prohibited by law.
