Medical is a problem because it's not regulated in order to provide access to consumers. The solution is legalization of the drug itself while strengthening medical laws in order to make sure its only the kids with serious conditions that get access to it. Medical is a way to abuse the system but the only reason the abuse exists is because there's already a high demand on it AND because medical allows kids to circumvent the age requirements of legalization. The problem is then with the legislation that's applied.
