One declassified craft that uses a very similar, limited form of the technology is the B-2 Spirit.

You may have a point that traditional anti-ballistic missile systems may be outdated due to secret and semi-secret advances in military technology by the US and Russia, but there are other theoretical means of counteracting hypersonic strike planes and missiles, that I would be legitimately shocked if Russian and the US aren't developing.

ICBM's still are relevant as part of MAD in that you can't destroy them so the enemy will launch them in the counter-attack and already be airborne by the time your missiles reach their silos.

The idea is that you can't sink ICBMs, they don't have to make their way into firing positions and you always have contact with them. So where a sub might be out of communications for half an hour as it evades being hunted by the enemy, this is not the case for ICBMs.
