Ground arrays are much cheaper and we have hundreds of thousands of square miles of desert wasteland to put them in. We already have a massive black budget space program and several operating space frames, giant space stations with a construction truss box on the other side of a huge common truss bus. Look up the ATSS, the whole point of the Shuttle program was to build the ATSS which has been photographed by John Lenard Walson and others.
