The reason Zig Forums's ideas normally get nowhere is because they're perceived as being hatefully motivated. To implement what is necessary you simply need to show how it would benefit every race and prevent racial discrimination on a personal level, keeping people safe from the psychological damage that entails.
The majority of race relations issues are caused by the most racist section of each race's population. Each American state which has more than 10% of it's population belonging to a single race should be require to reserve at least one country for that race, so that the most racist members of that group, those with a high in-group preference, have the opportunity to self segregate.
This way children would be protected from racism, as those who were most likely to be racist towards them have already left to their own ethno-county. This would also allow those with a low in-group preference to be around members of other races, and therefore they would not have to try to weaken the borders of the ethno-counties to get their way.
This arrangement would also increase America's real diversity, as each ethno-county would start to develop it's own culture and ideas. It would also leave most of the non-mixed people in the future as those who have a high in-group preference, so this arrangement would be stable in the long run.
Allowing each state to control its total immigration numbers (like Quebec's arrangement but more strict), with maybe highways and railways reserved for free movement through the state, would lessen overall political tensions and allow highly developed states to provided more socialised services, as they would not have to worry about state social programs being sucked dry by immigration.
Implement gold backed currency on top of this and you've fixed a large share of America's problems.

I know what you mean, but it seems to me that if immigration became a state issue, then the most conservative states would be able to preserve themselves at least to some extent, it at least seemed better than the current arrangement where letting and H-1B visa's into California gave them the right to move to Maine. No, I don't think it's effective. Something that needs to be taken into consideration is that, point blank, most White Americans to a large extent do not feel connected to Europe in a real way. Exactly, all we want (a place to exist and express ourselves) really isn't that bad. The only issue is that there's no place to discuss these ideas with normal people, so there's no opportunity to justify why mutually beneficial measure should be implemented.
The idea would be that the little ethno-county determines its own immigration, so it could ban Jews and Muslims if it liked. Pic related is an example of how they segregate themselves already.
Of course non-whites would demand to be let it, but as they would still be allowed across almost the entire USA, they would have almost no way to politically justify this. If that doesn't mean much, then it's worth remembering that all the whites in these areas would be heavily in-group selective, and so the none white demands would meet a simply answer of no. Counties have sheriffs which can enforce this kind of stuff. I have a feeling that some of these counties would end up having pretty high gun ownership rates, though it shouldn't come to that.
