It's already a failure because it allows for those who are "unwilling to work". Incapable is one thing, but there's no room for those who are simply unwilling. "Unwilling" will comprise 99.9% of the population when they see how thankless and unprofitable working really is (see 70% tax).
By all means, we should care for our elderly, our children, and our physically disabled, but that's a small group compared to our "unwilling to work". Everyone who is capable of working should be forced to do so if they're simply "unwilling".
In addition, the disabled list should be double-checked for fakers. Those who are on the list for psychological disabilities should be forced into treatment, institutionalized, or forced to work within their means. Even retarded people can do simple work. Most nutbags can do simple work too, they just don't want to. For instance, a person has to be certifiably crazy to be so far out there that they're incapable of picking fruit. If they're so nuts they're incapable of pulling an apple off a tree and putting it in a bag, maybe they belong in an asylum where they can get the help that they need, or at least so they can't harm others or disrupt their work. If they're borderline, meaning capable of putting an apple in a bag but incapable of getting up, getting some breakfast and a shower, dressing themselves appropriately, and getting to the apple farm on time, perhaps they should be put in a structured and supervised group home that makes sure they get the necessities of daily living and are transported to the apple farm when they need to be there. I can guarantee you that there would be a large number of people who were miraculously cured of their disabling mental illnesses overnight if these were the new rules. Not only that, they'd probably be healthier, happier, and far better off in general than they are now.
The reason that all those planes got made for WWII was because EVERYBODY WORKED. Even the elderly chipped in with child care and making socks and blankets for the soldiers and the like while the able-bodied women worked the factories. On top of that, all families sacrificed, and oftentimes barely had enough to eat. The WWII planes didn't happen with a bunch of purple-haired, work-shy neckbeards (male, female, and wtf alike) sitting on their asses eating themselves to death while everybody else worked. Whether the goals were right or wrong, the national cooperation it took to equip the soldiers for WWII was impressive. It's unlikely to be seen again, especially for a lame, unpopular goal like "0% emissions". The people during WWII thought they were fighting to save the world; who's going to give up all their luxuries, go short on food, and scrimp and save to buy bonds for a lame-ass goal like "end fossil fuels"? Nobody sane, that's for sure. I'd expect each and every one of you to enter the ranks of "the unwilling" if this crazy plan ever passed.
The "unwilling to work" clause is the death knell for the green bill, 100% certain. Major projects like the interstate highway and WWII can't happen unless the populace is all in, and after the divisiveness of the past decade, the whole population will never go all in in any project again unless the other half of the populace is forced to comply or dead.

The only hope we will have will be states that are predominantly rural areas, especially armed, reject and eventually secede. The implementation of this will probably break and become disastrous about 25-50% through. If rural areas don't act soon enough with some sort of real resistance we will be fucked.
At some point, my guess is when gas/propane/natural gas & diesel become triple the current price, it will hopefully become obvious to most outside cities that this is a genocidal act. We will watch rails being built between mega-cities with no stops to Bumfuck Your State population a couple thousand +/- while those residents of Bumfuck, and every town like it, are paying $10 a gallon to commute, get supplies, run equipment.
At first they will recycle the "Brought 90% of the rural population power" argument and people won't realize that last time the government pushed to bring power to rural areas they didn't up and ban lamp oil, wood, coal and horses beforehand. This time they are. If it gets too late in the game the residents of Bumfuck and bigger/smaller areas neglected but punished, won't have the fuel or money to fight back. Even if it gets to the point where the Eco-Power City State of Los Angeles claims eminent domain over all of Bumfuck to build another solar farm so that Javier can have television.
Eventually it collapses enough and food production areas are abandoned due to cost to actually produce food and the standard outcome of Communism ensues. That will probably be delayed because the 19.3% of rural (and maybe even the population of semi-rural areas) won't be able to compete financially for food or even afford/have the necessary energy source to go and buy it. Eventually the food will stop. Hopefully we got the fuck out to an area that won't allow this or created areas that fought back beforehand.
That is the thing about communists, jews, liberals and their pets: They vastly ignore and undermine rural areas and their people because they see them as a threat, yet depend on what they produce. Every time their first move is to fuck up that delicate balance. Every time.
So deluded that they walk in to a grocery store, see food and honestly believe it is just there by fucking farm magic that will last forever no matter what they do.
