since i work in the construction industry, i'll fill you guys in on the reasoning behind this. (UK situation at least, idk about other countries). The gap in labour shortage was caused by recessions, e.g 2007. the lack of work being done due to the crashing housing market meant no new houses were being built and thus tradesmen had no work and no money. The current situation is essentially an echoing warning from them to younger generations to not become trades.
