the president is the executive in chief; his administration's job is to enforce the laws, but as the top enforcer, there's nobody to make him carry out any part of the law he wants to ignore.
the problem we have is that trump is talking like he's going to address the 30 million illegals part of the law, but by choosing abrasive talk over taking inaction, he is in effect subverting the very policies he's extolling.
