And actually some people do want to make Norway less ethnically Norwegian, want to decrease the % of ethnic Norwegians for the sake of it. Sole exception is through following conditions: non muslims are not present in muslim lands and enough muslims are already conducting jihad in foreign countries as to not make it a personal obligation, but simply a community one (meaning individual muslims aren't directly required to take up arms).
