The fact that Soviet figures married non-ethnic Russians proves utterly nothing, since the USSR was not a Russian ethnostate with no laws preventing intermarriage, unlike America and Germany at the same time. The Romanovs themselves were German-Danish in origin but that didn't stop them being Russian chauvinists. The large number of Germans in the Tsarist bureaucracy were also willing participants in Russian imperialism.
The number of fascist Russians who served as traitors in the ROA was in the thousands, whereas millions served in the Red Army, of all nationalities. Thankfully Great Russian chauvinist scum were unpopular among the masses, it was the bitter White exiles that provided the ideological and material backing for traitors. It's a shame so many of them escaped to fascist states like America and West Germany where they continued plying the trade rather than all meeting their end like Vlasov.
I'm sure he did, in the same way that Manifest Destiny liberated the Native Americans and the British Empire liberated Indians and Aboriginal Australians.
