That's a very infantile view of what Socialism is, and it's against just a kneejerk, reactionary, "the PEOPLE did it!" mentality that places public order and public coordination as some type of background to popular will and bravery, re-written. A socialist view is a view that takes into account an economic perspective of history, productive forces, technological development, modes of production, everything. It's not just saying regular people are fantastic and do all the work while silly, coward bureaucrats sit back and do nothing.
