Unsurprisingly, after their currencies were freely convertible into dollars, nearly all services were paid for with cash now, and after they recovered from the greatest economic collapse since the Great Depression that showed up in the calculations.
The Soviet Union was the second largest economy from probably the late 30s all the way to the late 80s. Most economists during the Cold War considered the East bloc to be developed nations that were "second world" even by the most pessimistic evaluations of the data.

It actually is, there's a reason why even bourgeois economists admire China and its only the second-largest economy in the world in nominal GDP it already is the largest GDP(PPP).
Consider the fact that the USSR has a much smaller population than modern China and was only slightly larger in population terms than the US and its economy compared pretty favorably.
In money-wages alone, Russian workers were ahead of Argentina (considered a rich country at the time) in the early 60s and just behind Israel. This isn't counting the SIGNIFICANT fringe benefits that Soviet workers enjoyed, for instance, many Russians paid no or only token rent that made up a tiny fraction of their income. An American worker may have been richer on paper but frequently rent/mortgage takes up between a quarter to a half of the typical worker's income. The average American worker had to pay for his own healthcare, and his own education, that's why I think that while the richest Western countries had higher nominal incomes it wasn't necessarily the case that they were better off.
Whose better off in real terms? A worker making $15 an hour in San Francisco or a worker making $13.30 in Mississippi? Most everyone would say the latter due to the higher costs of living in San Fran.
