"private" vs "personal" property

Who started this meme and why did everyone pick up on it? Was there any significant marxist or anarchist theorist who worded it this way?
It seems dumb to me as it implies one type of property is legitimate while the other isn't.
Can't we simply use "property" and "possesions" instead?

Private property has always meant means of production.
Its only in very recent history that people started calling their personal stuff "private".
