Blair is the Anglo equivalent of Obama. Charismatic 'third wave' neolib who ended up doing at least as much bad as good, extending military imperialism in support of Bush, and not quite getting any real leftist shit done in favour of reforming capitalism.
With that in mind, it is fair to say he was kind of worse than Obama because he didn't have to compromise - he had big majorities in parliament for most of his terms, and still ended up putting his foot in it with 'Public-Private Partnerships' and continuing denationalisation.
His great electoral success, like Obama's in 2008 was 'evidence' that the left was dead and the only way forward for labour was centrism and making peace with capital.

I imagine it's a similar situation in Russia, but I don't really know THAT much about their political scene.

There is no offical group behind it, however the terminology "Down with the Tsar" (Долой Цара) which is around signifies it is a group called Left Front. They are a leftwing NGO aligned with the КПРФ & leftwing trade unions and are basically their protest wing with a strong anti-Putin bent. It isn't some magical new meme either, it has been around since 2008. How do we know Долой Цара links them with Left Front? Since that was the name of their Presidential Day rally, and their День Победы march (where they held a banner saying "WWII was not their victory" showing Putin and the modern Russian army, contrasted with soviet troops).
The recent mobilisation of Russian workers against the pension reforms, which has been truely staggering in its geographical extent, has seen them take to the streets under the banners of socialism. The КПРФfucking the liberals out of the limelight on this issue has also done them a good-un [pic related, a leftwing anti pension reform poster from a week ago].
The big thing today is that there are major local elections (which include the Moscow Mayor, who is a major Putin Lt.). The reason there aren't any real banners is that have more than one within 100m is a crime, officially organised protests (like this one) can have more but still.

It's a way to limit them: all the banners carried are held by a single person. This is obviously waved on days like Mayday and Victory Day, but any proper anti gov protest will be shut down under those rules.
