Germany needs at least 32 million male Immigrants from africa and middle east every year to do the jobs the Germans don't want to do and to improve the birth rates and to pay for the pensions of the old Germans. You can't call the EU 'basically dead' just because it doesn't have the capabilities of a sovereign state. It has never claimed to be that. And if anything, the crises with its borders and finances may lead to stronger powers for the EU to resolve these contradictions. People are always complaining that the EU doesn't do enough to protect its borders and guys like Macron are pushing for greater financial integration. And as shown in the OP, the EU is becoming more willing than before to impose its wishes on individual member states.
