On a macro scale, the solution is socialism. But if nothing changes on the macro scale, what can be done on the scale of a city is not something particularly lefty: enacting rules that the revenue must be more directly linked with the expenses, that is a change from taxes towards fees. Infrastructure maintenance and improvements in the vicinity of the land somebody owns could be paid by a mix of continuously paid fees for site value (what the market value of the plot would be if nothing were on it, so based on the quality of what's around it) and frontage (that is, based on amount of pavement/street touching the plot). The owner of the piece of land would also own the parking space touching it, and there should be a simple system he could use for having others rent that space from him.

It's not a matter of how much they are taxing us, it's a matter of what those taxes are being used for. They could take everything we have it and it wouldn't matter because it'd be spent on bullshit.

Much of that is because the tax system is a bloated convoluted mess, mayors are often greedy petite-bourgeoisie, and the local politicians squabble over what to spend the tax money on and ideas get proposed and thrown away at a moments notice at varying stages of implementation all the time.

That last point, especially, is a bigger cause than corruption.
