Do you realize how retarded you sound? Most African countries don't have a significant economy to plan in the first place, nor the income to purchase exports from countries that do. The same concerns Cuba, albeit to a lesser extent. Assuming the Communist Party of Cuba even entertained the idea, they hardly have any goods and services to make comprehensive cybernetic planning worthwhile. Their productivity is so low and industrial infrastructure so insignificant that it would be an enormous waste of everyone's time.

In my experience, quite a lot of engineers seem to only get into their field for the money. As such it makes sense that they'll try to preserve the status quo. It promises them a prosperous life. Even though they might still only get a fraction of the value they produce and have to work their ass off, their pay is high enough for them to not care.

Anyways my pops is an engineer and so I grew up around a lot of them, and I honestly think it's almost a personality type and they tend to be a disagreeable and stubborn bunch. Also control freaks who try to over-engineer things. A lot of technical smarts but absolutely no "common sense" – meaning to say social empathy I think. Trying to manage engineers in the workplace is a nightmare.

This isn't a Marxist or left analysis at all but that was my experience. If this ties into class and money at all, it's just that they like machines and don't tend to have much concern about how they're used. They would engineer you that big factory in Metropolis that feeds itself by gobbling up people.
