The money spent and employment generated creating that bridge helped the chinese, not the Americans, its not like they're selling them Ships or intelligence or something that could conceivably hurt china, a piece of infrastructure like that could only really ever be a problem if it fixed some big logistical problem, which it didn't, or would make the area harder to attack, which doesn't matter as China will never try to Invade the USA
