I vote Ceausescu – basically a Romanian Ba'athist who turned a genuine socialist republic into his own trad-nationalist fiefdom. In addition to stirring up Anti-Semitism and Antiziganism and replacing Marxist analysis with the most embarrassing "Dacian" idpol, his birthrate policies (caused in large part by the emigration of ethnic minorities) flooded the country with orphans who became the burden of the state.

His worst characteristic was surely the western collaborationism. Whenever anyone cries about the warsaw pact being Soviet puppet states just point to Romania. This retard decided making deals with the IMF to fund his regime and getting buddy-buddy with the US and UK was a great idea and when it came back to bite him in the ass he implemented vicious austerity for years (the IMF actively caused food shortages at this time due to cutting Romania's permitted imports during debt repayment). The austerity was so severe it actually succeed in paying off his Romania's debts but Ceausescu, being the faggot he was decided to keep it around to amass a personal fortune and continuing the massive decline of living standards until the masses had enough and shot him. He is pretty much single-handedly responsible for the collapse of socialism and its negative image in Romania. He might as well have shot himself.

Rather than setting targets for socialism, they aim to "transform the country into a developed nation by 2043" focusing on eliminating poverty, building infrastructure etc. The state is meant to have 'a leading role in the private sector' but they also mention coops on the side. A key issue is that of relations between Nepal and India and Nepal and China. The current PM in his last term before the party unification took a pro-chinese stance to reduce Nepal's overwhelming dependence on India, but after party unification he's taking a more balanced approach moving back towards India without reneging on deals with China and trying to juggle both India and China without picking sides so much it seems.
Fundamentally they seem to be doing the only thing Communist parties can really do in the third world, pursue the path of capitalist industrial development that the native comprador bourgeoise cannot due to being compromised by imperialist interests. Its not impressive groundbreaking socialist work but its the correct and necessary thing to do as long as global capitalism prevails.

Sounds like a reasonable course of action, although I would hope that they would place a strong emphasis on co-ops rather than just normal businesses. It will also be difficult to walk the line between India and China, since Nepal is a mouse sandwiched between two elephants.
