So what can you conclude? Actually this is… a normal law. Well, this blue checkmark is so brainwashed that he imagines that the social credit system means that train related offenses are connected to job, housing or other social areas. But this is a pure fiction that any person on this train could have dispelled for him. Social credit does not link unrelated offenses and generate them into a single "score" that effects every aspect of your life. Smoking on a train or skipping fares affect your ability to ride on a train. That's it. It's a normal law!! What do you want from them!? There is no score.

Anyway this seems like a serious misinformation has taken root in the memesphere. This blue check mark is decrying that people in his mentions don't think it's an issue that there are laws against smoking on trains. He has no idea that the law he's terrified of doesn't exist. He never thought to ask anyone on the train with him about it. Now he comes back and misinforms more people with his "first-hand experience" with social credit. It's absurd.

This is why the whole conversation over “totalitarianism” is such an effective propaganda technique for the West. It has everyone imagining that everyone in Pyongyang is an actor, every single person in Venezuela who isn’t behind the opposition is being bribed and/or threatened and China having rules for their railway is like an episode of the Black Mirror. Get people to associate enemies of the US with sci-fi dystopias and not only do they drop any semblance of healthy skepticis, their minds will fill in the blanks so that ordinary things suddenly become the machinations of Big Brother.

It simultaneously asks you to compare current society to a worse possible future (subtext being accept how good you have it) and to regard technology as the spooky doombringer. Actual challenging sci fi would explore the ways technology could be used to good or bad ends and how to maybe shoot for the good ends.
