That's quite the understatement since Germany HAS already virtually monopolized power in the EU over the past few decades. The Euro was modelled in conformity with the Bundesbank's needs from the beginning onwards.

America is almost entirely unchallenged by country or group of countries at the moment. It makes all the rules and decides when those rules get enforced (and when they don't.)
