Hoxha was right about the big stuff but he was also insane, which is why he stuck to extreme orthodox (and correct) Marxism-Leninism while the rest of the communist world went revisionist. It takes a certain kind of fine-grained insanity to do that. It's funny to read Maoist literature from that time which accused Hoxha of being a "dogmato-revisionist" because he was so orthodox he couldn't see the innovations from Mao and so therefore he was revisionist by sheer virtue of being so dogmatically orthodox. Wrap your head around that.
He was wrong about Albania's inexhaustible means, resources and capacities though. He was quite wrong about that because Albania was a poor, isolated country that could not survive on its own when faced with capitalist restoration elsewhere. Oh well. He was basically the Cassandra of the communist world who was both powerless to change the future but also (correctly) predicted it and no one else wanted to hear him out.
It's not a correct line to isolate yourself in a hermit kingdom. Also, most of the critcism he leveled against other communist leaders is hyprocritical, as he enforced more or less the same shit. Marxism-Leninism is not a dogma, nor an orthodoxy outside the Marxist philosophical framework. His accusations against Cuba are also pure edge and completely nuts, and accusing the Cuban Revolution for being merely national liberationist and not socialism might even be true, but again, it's hypocritical because Hoxhaism supports various national liberation movements.

There is nothing "properly Marxist" about adhering to the writings of a few individuals in the same way christian fundamentalists follow the bible. The DPRK still makes its economic situation worse by self imposing much of its own economic isolation. The sanctions are a major part of this of course, but it began its own isolation in the 80s when Kim Il Sung was formulating Juche.

Economic autarky is a core element of Juche, and it requires a degree of self-isolation. Obviously the sanctions are the main cause of much of their problems, but I think that their policies regarding autarky are making things worse, not better.
