It's a lot more nuanced. There's a long political history in the Soviet Union regarding eugenics and the battle between hereditarianism and lysenkoism. It took until the end of the 40s for the Soviets to settle for lysenkoism and denounce anything else as "fascist" or "bourgeois" and then later break away from it in the 60s.
