No. Global projects' commitment would have to be decided in a binding and centralized fashion - specifically because their "return on investment" would not exclusively benefit those who invested in them.

All projects that we have built were created on centralized but voluntary basis. It requires universal obligation, but obligation does not equal exploitation.

This looks more capitalist to me. You can tell it is rushed urban planning to accommodate for the rapid growth of the market and consolidated population.
Also, socialism would not have a need for all those signs. Pushing consumption onto people would be pointless.
