Brezhnev didn't reject anything, the project was denied funding by the government. Brezhnev wasn't the government, he had less power than a U.S. president and was one of the only General Secretaries that didn't end up centralising leadership. to try and say that Brezhnev was like the single figure who turned down OGAS is ridiculous. i hate how people go from being all "the Soviet Union was democratic not a dictatorship" to "this single leader is to blame for X because he had complete power over the country" when it's convenient to them. i don't deny that OGAS being denied proper funding was a terrible mistake, but i don't think it's fair to give Brezhnev the entire blame. what we can blame Brezhnev for (and believe me this is a lot of things he did wrong) are things like his hands-off approach to corruption and the fact that he didn't leave office until he was seriously ill and died.
