Yes, Russia does engage in cyber-warfare but there is no special character to it whatsoever, it's just like America's or France's cyber-warfare. To blame the Russians for knowing how to capitalize on neoliberal discontent in the US is absurd. There is no rational explanation for singling Russia out.
