A social project happening in my city

So basically is this guy saying he will go to your house and if you have clearly terrible living conditions he will help you economically. My aunt was complaining how a "friend" of the family who comes every now and then to clean the house got help thanks to the program, because in her opinion it should help people with a job instead of people without one. She does not have a job, her husband is an asshole and her daughter is currently going through university. What do you think?
